Following Russia's invasion of Ukraine on 24 February, large-scale active armed conflict continues in Ukraine on several fronts with a high risk of further escalation. As a result, the situation in Ukraine and the wider region remains fluid and unpredictable with conflict dynamics continuing to evolve rapidly. At present there are no apparent prospects for de-escalation or a negotiated settlement. In view of the above, the UN System including the UN Development Programme (UNDP) in Ukraine is dealing with a complex, multi-dimensional, protracted crisis in the context of the overall highly dynamic and unpredictable national and wider regional security environment. This includes a high potential for further escalation not only in the current areas of active fighting, but also considerable risk of missile strikes and shelling in and around all major urban centres across the country and key transport and infrastructure/energy strategic hubs and locations. The risk of regional escalation of tensions and/or expansion of the zone of fighting to other parts of Ukraine and to neighbouring countries remains a distinct possibility. These risks, together with the increasingly complicated regional and geopolitical dynamics, indicate an unlikely quick end to the war, thus likely resulting in severe longer term and deeper impact negative consequences on the overall security, humanitarian, human rights and socio-economic situation in Ukraine and beyond.
The UNDP responded to the war from day one, working in close coordination with the Government of Ukraine at all levels, communities and civil society, private sector and international development partners. The response includes dramatically scaled up and adapted development programmes to support the crisis response, while preparing for recovery. The UNDP in Ukraine will need to remain flexible, nimble, coordinated and able to quickly respond to emerging challenges in an increasingly politically sensitive setting, to enable timely, effective and coordinated support to national and international governmental and non-government partners working to address the worsening needs on the ground.
The Programme Advisor will be part of the Senior Management Team of UNDP in Ukraine and will work under the overall guidance of the UNDP Resident Representative (RR) and direct supervision of the Deputy Resident Representative (DRR). S/he will be responsible to provide strategic advice on programming issues, and contribute to the delivery of UNDP resilience and recovery programme offer.
Duties and Responsibilities
Programme Advisor has a primary reporting line to the Deputy Resident Representative. Under her/his guidance and in close collaboration with the UNDP CO team, the Programme Advisor will:
Provide substantive and technical leadership to programme design and contributes to ensuring adapted and responsive strategic direction for UNDP programme in country, through focusing on the following:
- Perform policial economy analysis and analysis of trends in the operating environment to advise on programme design/development
- Provide technical inputs and thought leadership to the programme team in designing adapted and context-driven programmatic interventions that enable the delivery of UNDP's programmatic offer, while ensuring cross-sectoral cross-portfolio fertilization
- Advise on improving corporate processes, including the development of Standard Operating Procedures, on effective programme design, oversight and evaluation
- Consolidating information on status of critical ongoing programmes and advise project teams on ways to ensure timely delivery
- Lead analysis using updated data and information for the development of briefing notes, concept notes and position papers
- Collaborating and interacting with UN system partners for enhanced UN system coherence
- Advising CO on how best to obtain relevant support from corporate services, identifying and sharing new innovative practices from other parts of the organization
- Preparing briefs for senior management, the Regional Bureau and Executive Office as required, supporting advocacy for corporate strategies by identifying successful interventions and best practices from the region's overall portfolio
- Facilitating the provision of coordinated CO support by working closely with Regional Bureau and relevant Central Bureaus, including through the Crisis Board; providing inputs to briefing notes with up-to-date information for HQ meetings
Enhances Partnerships, Outreachand Resource Mobilization, by:
- Contribute to the Country Office vision on Partnerships through the provision of substantive contributions to the Country Office Partnerships and Outreach strategy and/or action plans
- In liaison with the Regional Bureau Partnership Team and BERA, supporting CO's partnership building and resource mobilization efforts by providing inputs and consolidating CO contributions for the development of proposals and outreach to existing and potential donors and other partners.
- Supporting the CO management for representation at high-level and technical engagments/dialogues with selected donor and other partner countries.
- Participating in inter-agency meetings to better harmonize and inform the development and monitoring of joint initiatives and programmes
- Contributing views and ideas and assessing trends and development needs as per evaluation of the country's overall programmatic performance and external trends.
- Coordinating for preparations of bilateral meetings and executive visits by UNDP leadership to the country;
- Liaising with communications teams in at HQ as needed to address queries or promote the work of the CO
Enhances knowledge management and capacity building, by:
- Provide strategic guidance to the programme team in building evidence and ensuring the positioning of UNDP as a knowledge provider, through the identification and oversight of knowledge products
- Contributing to the development and review of knowledge products in close coordination with the communications and programme teams by ensuring technciak review as per UNDP's corporate quality assurance standards
- Identifying best practices for recording, dissemination based on assessment of programme implementation in the assigned portfolio, including recovery interventions and coordination mechanisms
- Actively reporting on CO progress and results, assessments and lessons learned on contribution to UN coherence, and to leverage the role of UNDP's contribution to the regional and global development agenda.

Required Skills and Experience
Education:
- Master's Degree in political science, sociology, human rights, international relations, economics, law, public administration, or other related social sciences.
- Bachelor's Degree in political science, sociology, human rights, international relations, economics, law, public administration, or other related social sciences, with 2 additional years of experience could be considered in lieu of Master´s Degree.
Experience:
- Minimum ten (10) years of experience (with Master's Degree) or twelve (12) years of experience (with Bachelor's Degree) in strategy development, risk-informed development in a governmental, multilateral or civil society organization is required;
- Proven policy, advisory and advocacy experience and track record of engagement with senior officials, such as in the United Nations, government and external partners is required;
- Experience in programming and project management, such as programme design and results in monitoring, in areas related to sustainable development is required;
- Experience working in conflict and/or post-conflict setting is required.
- Experience working within a UN Agency/Fund/Programme or Department and/or field experience would be an asset;
- Experience working in the Europe and Central Asia region would be an asset.
- Knowledge of another UN language is an asset.
